What is the key difference between states and Union Territories?

States have their own government, while Union Territories are directly governed by the Central Government

 

The key difference between states and Union Territories (UTs) lies in their governance structure. States have their own elected government, headed by a Chief Minister (CM) and a Legislative Assembly, which has full control over state subjects. They also have a Governor, appointed by the President of India, who acts as the constitutional head. In contrast, Union Territories are directly governed by the Central Government through an Administrator or Lieutenant Governor (LG), appointed by the President. However, Delhi, Puducherry, and Jammu & Kashmir have their own legislatures, allowing them partial self-governance, though key matters like law and order remain under central control. All other UTs are administered directly by the Union Government through the Home Ministry.
