The President of India
The Lieutenant Governor (LG) of a Union Territory (UT) is appointed by the President of India and serves as the representative of the Central Government. The LG acts as the administrative head of the UT, overseeing governance and ensuring that policies align with central government directives. In UTs with a legislative assembly like Delhi, Puducherry, and Jammu & Kashmir, the LG works alongside the Chief Minister and Council of Ministers, but retains special powers, particularly in matters related to law and order, land, and policing. In UTs without a legislature, such as Chandigarh, Lakshadweep, and Andaman & Nicobar Islands, the LG or an Administrator directly governs under the President’s authority. The appointment and functions of the LG are defined under the Indian Constitution and the Union Territories Act.
