Only those with legislatures (Delhi, Puducherry, Jammu & Kashmir) can make laws
Only Union Territories with a legislative assembly—Delhi, Puducherry, and Jammu & Kashmir—can make their own laws on certain subjects. These UTs have an elected Legislative Assembly (Vidhan Sabha), which functions similarly to state legislatures, allowing them to pass laws on state subjects like education, health, and transport. However, their powers are limited, as the Lieutenant Governor (LG), appointed by the President of India, has significant authority, especially in areas like law and order, land, and policing. In Union Territories without a legislature, such as Chandigarh, Lakshadweep, and Andaman & Nicobar Islands, laws are made directly by the Parliament of India and implemented by an Administrator or LG.
