How are laws made in Union Territories without a legislature?

The Parliament of India legislates for them

 

In Union Territories (UTs) without a legislature, such as Chandigarh, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu, Andaman and Nicobar Islands, and Ladakh, laws are made by the Parliament of India. Since these UTs do not have an elected Legislative Assembly, they are directly governed by the Central Government through an Administrator or Lieutenant Governor (LG) appointed by the President of India. The Union Government formulates laws and policies for these UTs, which are then implemented by the Administrator or LG. These territories follow laws enacted by Parliament and may also be governed by regulations issued by the President, ensuring that administration and governance align with national policies and constitutional provisions.
