Delhi, Puducherry, and Jammu & Kashmir
Among the eight Union Territories (UTs) of India, only Delhi, Puducherry, and Jammu & Kashmir have their own legislature, allowing them to function with a partial state-like governance structure. These UTs have a Legislative Assembly (Vidhan Sabha) where Members of the Legislative Assembly (MLAs) are elected by the people. They also have a Chief Minister and a Council of Ministers, responsible for state-level administration. However, the Lieutenant Governor (LG), appointed by the President of India, acts as the representative of the Central Government and holds significant authority. While these UTs have control over certain legislative and administrative matters, key areas such as law and order, land, and police remain under the Central Government’s jurisdiction.
